The boy from Gyangkhar does it again!

ITANAGAR, Oct 25: Dorjee Khandu, who led the Congress Party to a spectacular victory was sworn in today as the Chief Minister of Arunachal Pradesh for a second time. Governor Gen (Retd) J J Singh administered the oath of office and secrecy at a function held at Darbar Hall of Raj Bhavan.  

Born in March 3, 1955 at Gyangkhar Village Dorjee Khandu’s political journey has been rather smooth.

The man, who took over the mantle of the state in 2007, started his political career in 1980 when he was selected as an ASM.

He made his debut in Legislative assembly in 1990 when he was elected uncontested to the First Legislative Assembly of the State of Arunachal Pradesh from Thingbu-Mukto constituency. Since then there has been no looking back for Dorjee Khandu.

The newly renovated Darbar Hall was packed to its capacity as everyone jostled for space to witness the swearing in ceremony of the Chief Minister.

AICC central observer V Narayanasamy and senior Congress leader Luizinho Faleiro along with State Congress Party Chief Nabum Tuki, former Chief Ministers Gegong Apang and Mukut Mithi, Lok Sabha members Takam Sanjay and Ninong Ering were among those who attended the ceremony.

 However the task is not yet over for the Chief Minister as he has to make some tough decision to complete his team.

The Chief Minister is leaving for New Delhi tomorrow, along with the list of probable ministers.

A Party insider said that most of the ministers would be retained but portfolios would see some changes.

Meanwhile Chief Minister while addressing the media persons disclosed that his priority would be public distribution system (PDS), education, Trans Arunachal Highway and development of the power sector. He said that the education system would be revamped with suitable policies to bring Arunachal at par with rest of the country.

ITANAGAR, Oct 25:  In his second innings Chief Minister Dorjee Khandu and his Government would strive hard with renewed vigour to make Arunachal a leading and front raking state of our country, said Arunachal Pradesh Governor Gen (Retd) J J Singh assertively  while interacting with the media persons just after  the swearing-in ceremony of the Chief Minister this morning.

People elected their representatives for stability and prosperity. Therefore, we should ensure that the new Govt focus on PM’s development package and satisfy the aspiration of the people, the Governor said.

The Governor said that there must be an endeavour to ensure that every Arunachalee get due share of development and prosperity as proud Indians at par with rest of  India.

Without referring to the Chinese opt-repeated claim over Arunachal territory and its resentment against PM’s recent visit to Arunachal Pradesh, J J Singh  said  “we have seen how patriotic Arunachalees  with their robust participation in the just concluded assembly election have silenced all critics and gave a befitting reply to  all unnecessary controversies. The people gave their democratic verdict free and fairly for great democratic India and Arunachal which is a proud part of this democratic country,” J J Singh said and appreciated the media across the country for being the part of this historic election.

“I have no doubt that Arunachal has lots of potentials but it will be galvanized into results in the coming days. Therefore, I request you (the media) to carry the message back to all our countrymen that here is a state which is vibrant and which is going to march ahead. We are proud of being a part of the great country i.e. India,” Governor added.

 

Siram creates electoral history, promises to expedite development

ITANAGAR, Oct 25:  For the first time in the history of 38th Pasighat East Assembly constituency, the people have re-elected an MLA for the second consecutive term as their representative to the state legislative assembly.

Bosiram Siram created history for himself and district by coming back a second time.

Ever since the democratic electoral process was established in the state of Arunachal Pradesh no MLA have been sent back consecutively.

It’s an added responsibility for Siram as he has to go that extra mile to prove that people ‘s verdict right,.

He assured completion of the entire in-complete task and while promising to ensure proper road connectivity, water and electricity supply in all the adjoining villages.

He further assured to improve education system, encourage eco-tourism, forest plantation, preservation of wild life, improvement of Zoological Park in Pasighat and nearby areas and way side amenities along Siang River.

Meanwhile, Youth Steering Committee, City Youth Congress, Pasighat Chairman Okom Tamuk  and President Oni Panyang and ZPM Okom  Yosung said that during his last five years tenure Siram brought various developmental activities in the constituency for the welfare of the people.

They have witnessed work culture of Siram and with the same expectation, the people wholeheartedly sent him back as their representatives.

 

Thrizino MLA set his priorities

ITANAGAR, Oct 25: Kumsi Sidisow, the youngest MLA of the 5th Legislative Assembly is upbeat about working for the overall development in his home constituency, Thrizino-Buragaon. Talking at the sidelines of the swearing in ceremony of the chief minister Dorjee Khandu today at Raj Bhawan Sidisow outlines his priorities.

He informed that his first priority would be road connectivity from Thrizino- Bichom- Licheney, Sachida and Wanghoo village, the interior part of the constituency. Infrastructure developments for school, health centres and telecommunication would be other priority while also assuring to do his best to assuage unemployment problem of constituency.     

Not to sit idly, the newly elected PPA MLA is rearing to go for materializing his priorities which he outlined for Thrizino-Buragaon constituency much before the election proceedings started.    

The 27 year old MLA would be second from the Aka (Hrusso) community to have found a berth in the Legislative Assembly after late Sinam Dususow.

Aka (Hrusso) community has about 7 thousand populations spreading across the different pockets of West Kameng district.

 Meanwhile, the young MLA has expressed his gratitude to the people of Thrizino- Buragaon constituency for electing him as their representative in the legislative Assembly while also promising to live upto to people’s expectation.  

Kumsi defeated veteran Congress leader Naresh Glow with a huge margin of 4998.

 

Administration continues crackdown on illegal encroachment

ITANAGAR, Oct. 26: The capital complex administration has started eviction drive in the twin town of Itanagar and Naharlagun against illegal encroachment along the main road. The team led by Talo Potum, town magistrate accompanied by police official and general public started the drive from Ganga Market last night.

All the illegal encroachment on the road leading till R.K Mission hospital was bulldozed.

The cleared road would make way for the motor parking space. While administration has their reason for this eviction drive, general public also seems to be quite happy with this step.

“Capital complex is gateway to our state and it should be our endeavor to make this place more beautiful. I along with many of our market association friends welcome this eviction drive as we know this will only make Itanagar more beautiful,” said Taro Tagya, former president market welfare association of Itanagar.

Another public, Maheshwar Sanyal told, “I think creation of parking space will surely increase more customers for our shop. The stretch near R.K Mission witness lot of accident as road is very congested. Hopefully this drive will make this road safer for everyone.”

Town Magistrate Talo Potum informed that more such drive could be taken out in various parts of capital complex in the near future.

 “After clearing the market area, we will shift our focus to various residential sectors where illegal constructions have mushroomed,” said Talo Potum.

For now officials seem to be determined to make capital area more beautiful, it would be interesting to see how far they can go in their drive. There is also no clear sign of whether all the market welfare people are supportive of their initiative.

 

Chunaav Tyohaar - A festival called ‘Elections’

Certain facets of the Indian Electoral System never cease to amaze me. The foremost amongst them is the smooth and (almost always) peaceful conduct of the elections itself, considering the colossal scale and the varied and difficult conditions under which they are held. A large part of the credit for this goes to an efficient, vigilant and active Election Commission of the country working on a no-nonsense approach. Credit however is also due to the citizens of the country who have come to respect the democratic principles and the benefits that this system of governance brings them.

Elections in India are an all-encompassing all-overpowering juggernaut which assumes the proportions of a pan-India festival rather than that of an administrative process. Many of us who wonder why Govt employees do not perform for four years and ten months get our answers when we see them at work during the two months of Electoral process – it is almost as if they had been saving their energies to give their best during the Elections. Key-service providers like doctors who are not assigned any election related duty are disappointed on-lookers during this entire process – as if they had been deliberately left out of the festival in which everyone else was having so much fun. Even the staff members not assigned any particular duty are seen running from one office to another just to make themselves feel a part of the festival. The number of officials and officers staying back after office hours (with or without duty) increases dramatically – whether this is due to the refreshment which is offered post duty hours remains to be seen.

What also increases dramatically during this season is the number of officials suddenly taking ill or having old ailments resurface. They dig out their medical records storage folders of the last five years and try to produce certificates, no matter how irrelevant, to escape duty at the polling station. I had a young IAS probationer, a doctor by background, who was looking after certain key activities in the Election office in the Assembly Elections. All these cases were referred to him who, not surprisingly, reported most of them to be false or highly irrelevant. In one case, a teacher in his middle thirties who walked into my office room crying oodles of tears clutching his left leg in great pain had a medical report which mentioned a five month old minor sprain in the right leg! Another official wanted exemption merely because he had undergone a few medical tests. Surprisingly all of the tests had reported – fit as a horse. Deservingly, he got the duty in the remotest polling station of the District.

Elections in India are also a great unifying factor – a process which unites the diverse regions of the country in a way which is second only to Bollywood and Cricket. The elected MLA for Khonsa town lives right above the DC Bungalow and I could hear his supporters singing Old Hindi Classics like ‘Kya hua tera vaada’ on the night of 22nd October to celebrate the victory. This was followed by an exceptionally talented rendering of the number – ‘Humein tumsey pyaar kitna’.

It was sheer music (literally) to the ears of yours truly and the Election Observers who were having a farewell dinner at the DC residence.

The Central Election Observer for Tirap was a senior IAS officer of the UP cadre who extensively toured the remote and interior villages of the District. He later told me he was startled by the level of political awareness of the people – each with whom he talked, no matter how old or educated, knew who was the candidate from his village and which party he or she represented. This is, in general, not true of Northern parts of our country. What equally impressed him was the excellent knowledge of Hindi that people had whether the village was along the Assam border, Nagaland Border or the Burma Border.

The most amusing incident of the entire Assembly Elections 2009 in Arunahcal Pradesh was the one involving pasting of a sticker on the ballot unit of an EVM to change the order of candidates at one of the polling Stations of Seppa. To my mind, this is sheer genius – a rigging method which is simple, absolute and detection proof. Had the perpetrators of this idea given some more thought to it and refined its execution, they would have got away with it. This novel idea would have even the ECI at its wits end, who no doubt will soon come out with instructions on how to check it in future. But the conceiver of the idea should be identified by the Govt. and after due reprimand and counseling, his services should be taken in planning developmental schemes for the State – I am sure he could offer simple and brilliant solutions.

I had some amusing requests from candidates during this period. One of them requested me to help him by rejecting all nomination papers except his during scrutiny. Another wanted me to allow him to enter the Strong room at night, open the EVMs of a few polling stations where he had performed poorly and allow him to add additional votes in his favour. Yet another asked me to to count all the postal ballot papers secretly and declare that all the votes had been recorded in his favour. The same candidate also asked me to allow him to vote on behalf of all those employees who had not used their postal ballots. I would later have hearty laughs in the evening when I would discuss these cases with my Election Department Officers.

The stoic calm, composure and dignity maintained by the candidates and their agents inside the Counting Hall was a treat to watch. However I was disappointed on only one small account – I personally congratulated all seven winners and asked them for the proverbial ‘box of sweets’ in celebration of their result. As I write this article, it has been 48 hours since I declared the result and I am still waiting to receive my first mithai. Police arrest two in Neelam Maj murder case

ITANAGAR, Oct 25: City Police arrested two petty criminal responsible for the death of Neelam Maj. The two arrested are Rai Lamra, 20, son of late Ashok Lamra, of village Lamra, and Paleji Saria, 18 years, son of late Dumbing Saria, of Saria village, Chayangtajo, East Kameng.

Duo admitted that they stabbed Maj when he resisted their attempts to rob him and two of his friends on Oct 17, informed City Police Chief Hibu Tamang.

Maj was found at the stairs of the Gurudwara in Naharlagun by a Police Patrolling team in a pool of blood. He later succumbed to his injuries at General Hospital, Naharlagun.

The Police team was led by Inspector L R Rana and his team consisting of officers M Geyi, Suresh singh and Sarvan singh.

 

VHAI reviews its progress

ITANAGAR, Oct 26: A meeting was held at VHAI Lumla PHC, Tawang District to review the progress of outreach services like immunization, ANC, institutional delivery, DOTS on Oct 23. After critical review the government officials and VHAI staff identified the strengths and weaknesses of outreach activities and jointly planned the strategies to further improve both preventive and curative health services at village level.

Ajay Tripathy, Senior Manager mentioned that the organization is determined to deliver its best; as VHAI is accountable to the Government and people of Arunachal Pradesh.

Besides the staff of Lumla PHC and its Sub Centers the meeting was also attended by Dr. W. Lama, DRCHO, Tawang.

 

Art of Living workshop

ITANAGAR, Oct 25: An Art of Living workshop will be held in  Itanagar from October 27. The six-day course will be held at the Art of Living centre in H Sector.

Christened “Health Through Breath”, the centrepiece of the Art of Living  course is the Sudarshan Kriya, an innovative breathing technique designed  by Sri Sri Ravi Shankar.

 

Taga elected leader of BJP Legislature Party  

ITANAGAR: Tamiyo Taga has been elected as leader of BJP legislature party with Tapen Siga as deputy leader.  Dr.Tangor Tapak would be the chief whip of BJP in the state assembly.

This was decided at meeting of newly elected MLA of Bharatiya Janata Party that was held today.

The party appreciated people’s verdict and hope to play a constructive opposition in the state. They promised to raise all the shortcoming of government and work for the betterment of people. During meeting Bijoya Chakravorthy (MP), BJP North-East in charge, P. Chandrasekhar Rao former Lok Sabha MP and BJP National executive member, Tapir Gao were also present.

 

Kaso appeals for cooperation

ITANAGAR: Appealing the citizen including departments, NGOs to cooperate with him in all developmental activities in the capital city, newly MLA elect Techi Kaso said that efforts will be put into make Itanagar a better place to live in.

He appealed all to maintain peace in the state capital to bring all round development while assuring  that all the pre poll promises would be delivered. He said that apart government undertakings, private sectors should share space to eradicate unemployment and bring economic changes.

“Money not people’s mandate”

Madam,

Apropos the news item under the headlines  “Post result tremor jolts Arunachal’s Capital” published in your esteemed daily on Oct 24,  I would like to clarify that closing of business establishments in Itanagar, Naharlagun and Nirjuli on Oct 23 was a  great concern and disheartening to me as well as.

In fact dummy candidate of Dorjee Khandu, Techi Kaso (NCP), SP Hibu Tamang and Talo Potum Magistrate, was chasing one of my younger brothers at Gandhi market “C” Sector, Itanagar at around 11 am. On being informed, me along with the workers went there and found that brother Tai Saroj was badly beaten and tortured by Hibu Tamang and Talo Potum. He is still being continuously harassed and tortured by them in the judicial custody.

I regret to say that the Reporter Taba Ajum blamed the Congress workers for the closing of business establishments. Why doesn’t he say hundreds were beaten at places like Itanagar, Naharlagun, Nirjuli by Hibu Tamang and Talo Potum without any reason.  All those victims are admitted in Hospitals of Itanagar and Naharlagun. And I also strongly condemn the use of Taliban word against the peace loving people of Arunachal Pradesh.

Furthermore I want to mention here that the result of 13th Itanagar Assembly Constituency is not a people’s mandate, in fact is a money and material mandate. I thank those voters who believed on me, my dignity of labour and work culture.

Likewise my achievement for common benefit include, railway, airport, mental hospital, general hospital, RK Mission hospital, drinking water supply, power, electricity and road improvement, and the introduction of samsan ghat & kabarstan, and of course maintaining peaceful environment for the traders and the common citizens of the capital.

I should say most of the people loved the hydro power relief and rehabilitation Deptt and money of Dorjee Khandu and not my achievement.  Therefore I called it “money-mandate, not people’s mandate.”

Madam,

This is in reference to the column appeared on Oct 24 with a heading "Post result tremor jolts Arunachal’s Capital". The column is more of the journalist views than a news item.  I'm absolutely not a supporter of any such a shameful act in any form particularly of the incident happened in Akashdeep Market Complex Itanagar, but at the same time not at all amused by reading a news column of a journalist posting his/her personal views making it a news column in one of the most read news paper of the state.  Such a news item actually degrade the very spirit of news writing.

I hope next time a journalist writes in a diplomatic and neutral way without having any bias thinking.

AYF misguiding people

Madam,

Apropos the news item published in your esteemed daily under the headline “AYF demands” on Oct 24,   we would like to clarify that the so-called Arunachal Youth Federation (AYF) is misguiding the people of the state by leveling baseless allegations against the able and dynamic leader Dorjee Khandu instead of supporting his leadership.

At this stage, Khandu’s leadership is unchallenged. We on behalf of the Panchayat  leaders, oppose such allegations and cautioned the NGO not to level such  concocted, fabricated and false allegations against Khandu.

No rejected postal ballots were taken into account

Madam,

This is to inform you that, on 25/10/09, one of your correspondents spoke to me on phone, regarding an order passed by me as Returning Officer of 30 Aalo West, assembly constituency regarding rejection of postal ballot paper.

During our discussion I clearly said that I have nothing to add on other than what was already given in the order.  

The Correspondent further asked whether 15 postal ballots of the 48 rejected were counted and thereby taken into account.

I replied no such postal ballots were taken into account and that I cannot say anything regarding the information that the newspaper office had.

I was surprised to read the lines in the paper 'When this daily asked the Returning Officer whether 15 postal ballots out of the 48 rejected were taken for final counting. He said that he is not aware of the fact”.

It is little confusing to know that whatever happened during Counting, Returning Officer is not aware of such proceedings. Let me make it very clear that no postal ballot were taken into account out of rejected 48 postal ballots.

It is my most sincere request to please take note of it and in future if any news be published from your esteemed News Paper based on telephonic information, prior E-Mail or Fax of draft be sent to me for verification.
